A decree is defined in the dictionary as an official order given by a person with power and an order usually having the force of law.
From a spiritual perspective, it is no different. The person with power is YOU--and that power is the I AM Presence within you and the living Christ, the Son of God, that dwells in your heart. You are calling upon God's universal law and light to be enacted in a given situation.

Speak the Word
Florence Scovel Shinn, metaphysical teacher and lecturer in the late 1920s, wrote a series of books on the power of the spoken word. She would “speak the word” for thousands of people who would come to her to help them with their problems.
"All the good that is to be made manifest in man’s life is already an accomplished fact in divine mind, and is released through man’s recognition, or spoken word, so he must be careful to decree that only the Divine Idea be made manifest, for often, he commands, through his “idle words,” failure or misfortune. It is, therefore, of the utmost importance, to word one’s demands correctly."
Many Traditions Use the Spoken Word
As far back as the lost continents of Atlantis and Lemuria the priests and priestesses of the sacred fire made invocations to the Deity in the temples. For thousands of years, adepts in the Far East and Christians and mystics around the world have practiced mantras, chants, prayers and invocations to increase light in the individual's world as well as the world at large.
